The act in no way threatens Canadian sovereignty. The act as passed is limited to maritime operations only and involves the RCMP and the United States Coast Guard,  no other agencies.  Coast Guard vessels designated as Ghostrider ships will carry USCG members and one RCMP officer. If the vessel is required to enter Canadian waters, the operations then fall under the control of the RCMP officer on board. All arrests are affected under the RCMP's authority, with the assistance of the USCG members. RCMP vessels are crewed by RCMP pers and one Coast Guard member. Similarly, if they cross into the US, they then fall under the direction and control of the US Coast Guard. All officers involved in the program undergo joint training in Canadian and U.S. law, including criminal code, privacy laws and sovereignty and cultural issues. &lt;br&gt; The act contains absolutely NO provisions for land based joint operations. The FBI, Homeland Security, State Police, Detroit Police, the CIA, CSIS, the OPP and the Windsor Police have nothing to do with this, unless they are called in to assist on their respective sides of the border.  &lt;/p&gt;&lt;p&gt;This program is a very effective use of limited resources across a vast amount of shared water borders. Instead of having to station vessels from both countries in each sector, the shared model allows us to use the same resources and cover a greater amount of territory. This is a highly successful pilot project initiated by the Liberal Government of Jean Chretien in 2005 and tested until 2010. Yes there is a possibility of future cooperation, but that is still many years away. The "next iteration" commits each country to further negotiation, nothing more.  At this point in time, it's not even close.
